China releases new climate plan

China has released an ambitious new climate plan.
The country is promising to reduce its carbon emissions by 18 percent by 20-20.
The announcement was made Friday.
The plan includes capping coal consumption by 20-20, while non-fossil fuel power generation will be expanded.
China has taken a leadership role in international climate change talks and become a world leader in renewable energy investments.
There is frustration though between the central government efforts to go green and the local government who want to continue to grow their economies.
