Cop killer escorted visits OK’d by court

The Ontario Court of Appeal has upheld the decision to allow Richard Kachkar — the man who killed a Toronto Police officer with a snowplow — escorted passes into the community.

The crown argued that allowing Kachkar into the community was pre-mature and potentially dangerous.

Kachkar was charged with first degree murder, after he stole a snowplow and killed Cst Ryan Russell three years ago. But the jury found him not criminally responsible.

He’s been held at a mental health facility since.
