Oakville man charged with sexual assault, police seeking more victims

Peel police say they believe an Oakville man who was charged with sexual assault may have had other victims.

Detectives say between Dec. 2025 and April 2026, it is alleged that the accused met an adult female victim online and then met with her in person on multiple occasions.

Officers say during these encounters, the accused allegedly rendered the victim unconscious and unresponsive before sexually assaulting her.

Investigators say it is also alleged that the accused covertly recorded the assaults on his cellphone without the victim’s knowledge or consent.

On Thursday, Allen Siu Ming Chow, 73, from Oakville, was arrested and charged.

He is facing charges of overcoming resistance by administering or attempting to administer a drug, sexual assault causing bodily harm and voyeurism.

Chow was held in custody pending a bail hearing.

The suspect was previously sentenced to 18 years in prison following a police investigation that led to multiple convictions for sexual offences. He was released on federal parole on March 13, 2025.
