Niagara police have charged a man allegedly involved in the murder of a Smithville woman with 25 additional child sexual abuse-related offences.
Joseph Villneff of West Lincoln was initially arrested in October 2024 and charged with the first-degree murder of Cathy Prosje. The 62-year-old woman was found dead on April 26, 2024 in her Smithville home that she shared with her sister.
Cathy’s sister — 56-year-old Carolyn Prosje — was also arrested in January 2025 for accessory after the fact to murder; her charge was later upgraded to first-degree murder.

In June 2025, following another internet child exploitation investigation, Villneff was also charged with voyeurism and possession of child sexual abuse and exploitation material.
Investigators say they found more sexual abuse-related content in September of last year, leading to more charges being laid against the 44-year-old man on Tuesday.
Police say Villneff is facing 25 offences, including seven counts of making child sexual abuse and exploitation material and four counts of sexual assault under 16 years of age.

Villneff remains in custody and is scheduled to appear in court on Jan. 28 at the Robert S.K. Welch Courthouse in St. Catharines. Police say further charges may be laid as the investigation continues.
