Niagara police have charged a 13-year old Welland boy after a dog was shot with an arrow on a path near the railway tracks behind Nelles Road in Welland earlier this month. The teen, who can’t be identified, is charged with one count of possession of a weapon for a dangerous purpose. But police say they don’t believe the dog was hit with the arrow on purpose. We first told you about “Tara’s” ordeal on September 4th, one day after the arrow went right through her back.
She was bouncing around like nothing serious had happened, and is continuing her recovery.
