Niagara police have arrested a Grimsby, Ont. man after an indecent act in the area of Livingston and St. Andrews avenues on Jan. 14.
Officers say that on Wednesday at around 1:30 p.m., they were called to the area for a man committing an indecent act while looking at his cell phone.
Investigators obtained video of the incident as well as a description of the man from an adult witness.
Detectives say the man had fled the area before they arrived.

On Friday, authorities arrested 37-year-old Arie Van Es and charged him with one count of an indecent act and one count of breaching a probation order.
