Girl found dead at bottom of Milton cliff was killed by father: report

A new report says a four-year-old girl who was found dead with her father at the bottom of a cliff in Milton was likely killed in a murder-suicide.

Keira Kagan and her father, Robin Brown, were found dead in February 2020 in Rattlesnake Point Conservation Area.

The Domestic Violence Death Review Committee says Brown could have been seeking retribution against Keira’s mother, Jennifer Kagan, for ending their relationship.

The report obtained by CTV News also says their deaths were preventable because there were at least 22 risk factors of intimate partner homicide before the tragedy in 2020.

The Chief Coroner of Ontario announced Thursday that an inquest will be held into the death of Keira.

“The inquest will examine the circumstances surrounding Keira’s death,” said Dr. Dirk Huyer.

“The jury may make recommendations aimed at preventing further deaths.”

Their death came after a lengthy custody battle between Keira’s parents.

Prior to the tragedy, Kagan and her legal counsel said they warned courts numerous times about their concerns with Brown.

Documents detailed alleged physical abuse and controlling behaviour by Brown. A motion was even put forward two weeks before the incident to deny Brown’s access to Keira, which was not approved by the time of her death.

“I was on the stand. I was describing the domestic violence, which they’re supposed to take into account, and the judge says domestic violence is not relevant to parenting, which is false,” Kagan told CHCH News in an interview last December.

Ontario’s chief coroner says the date and location of the inquest will be provided at a later date.
