Niagara Regional Police have arrested a second person in connection with the death of a man in Pelham earlier this month.

74-year-old Earl Clapp was found dead in the early morning hours of Oct. 2 in the area of Highway 20 and Cream St.

Police say he struck and dragged by a vehicle, as he interrupted an attempted theft of one of his trailers.

On Saturday, Niagara police arrested Jason Lusted, 49, of no fixed address. He’s been charged with second-degree murder.

He appears to have the same name as a key Crown witness in the Billy Madison murder case.
