Pilot program looks at avoiding repeat offences

Hamilton’s police and emergency services say the city’s downtown core is at the centre of a test program that’s being watched by other cities across the country.

It’s a program to get repeat criminals off the street – without throwing them in jail. Al Sweeney reports it is aimed at dealing with the reasons they’re breaking the law in the first place.
