Windsor police say no charges will be laid in connection with the discovery of potentially explosive devices that caused the shutdown of the Ambassador Bridge on Monday.

Police say members of the Canada Border Services Agency (CBSA) found two grenades submerged in an unknown white powdery substance during a vehicle inspection at the international border crossing.

The Explosive Disposal Unit was called in to investigate and several roadways were closed including the Ambassador Bridge.

The area was evacuated and the driver, a man from the United States, was detained by CBSA.

Windsor police say further investigation determined the grenades were inert and there was no direct threat in connection with the devices.

Police say the driver will not face any charges and his identity is not being released.

The Ambassador Bridge, which links Windsor with Detroit, Michigan, was fully reopened at 5 p.m. on Monday.
