Residents living on an isolated and partially-closed off-road in Niagara are now a step closer to having it rebuilt — since it was destroyed five years ago from a storm. The town of Pelham says construction was set back due to delays for permits — and time is running out to have it completed before fall. Jason Gaidola reports.
