VIDEO: Prime Minister Mark Carney wrapped up a quick trip to Paris Tuesday, signing an agreement with Ukraine’s other allies to help the country rebuild and fend off future Russian attacks, but only after a ceasefire is in place. Experts say the agreement has the right intentions, but doesn’t do much to help on the ground today.
