The father of a boy abducted in B.C. earlier this month is frustrated at the legal system.
Paul Hebert says new court documents show the legal system failed not only his son Kienan, but also the man accused of kidnapping him.
Hebert says 46-year old Randall Hopley was not in custody, despite a 2008 conviction after he admitted to trying to kidnap a 10-year-old boy.
Records show Hopley was diagnosed as a sexual offender at age 17 but never got the treatment recommended.
Hopley is currently awaiting a psychiatric assessment after Kienan Hebert was kidnapped from his home, but returned safely days later.
