Mother of a 4-year-old who was found dead last year files civil lawsuit against a child services organization and conservation authority

The family of four-year-old Keira Kagan, who was found dead at Rattlesnake Point last year, is suing for millions against those they feel could have prevented her death.  The suit is against both a child services organization and a conservation authority.  Jason Gaidola reports.
