Updated Emotional reaction to the verdict in the first degree murder trial of a St Catharines man.

This afternoon Richard Kachkar was found not criminally responsible in the 2011 death of Toronto Police Sgt Ryan Russell. That means the jury believes Kachkar couldn’t appreciate what he was doing when he killed russell with a snow plow, because he was mentally ill.
