Neighbours say they complained about Emerald Lodge Care facility for years before it was shut down

Neighbours say they’ve been complaining about Emerald Lodge for years. But the city says the facility didn’t degrade to an unsafe level until the beginning of October, prompting that evacuation last month. Matt Ingram reports.
