Man seeks justice after mother dies fleeing dogs

A Niagara Falls man is seeking justice for his mother, who tragically died as a result of a fall she sustained while trying to flee from two off-leash dogs last winter. He says he’s stuck in a legal limbo and feels as though the authorities aren’t taking him seriously.
