Man allegedly recorded victims in washrooms at over 30 locations in Ontario: Halton Police

Halton police have arrested a 30-year-old Brampton man after he allegedly recorded male victims for sexual purposes across the GTA since 2021.
Officers say they first arrested the accused after an incident on March 23, 2023 at a Cineplex on Winston Park Dr. in Oakville, when a 13-year-old boy was using the washroom and was filmed from above the stall.
Robert Russell of Brampton was arrested in Oakville on April 1 and was charged with voyeurism.
Police say the accused was held in custody pending a bail hearing at that time.
Through further investigation, police learned of additional incidents that happened between October 2021 and March 2023.

Russell went to around 30 locations across the GTA and one in Montreal. Officers say these locations varied from sporting events, movie theatres, public pools and more.
Police say the victims appeared to be as young as three years old.
Russell was re-arrested last Thursday and was charged with voyeurism, make child pornography and possession of child pornography.
The accused has once again been held in custody awaiting a bail hearing.
