Canada’s environmental commissioner warns Ottawa is paying heavily for past environmental mistakes.

Scott Vaughan says the federal government is staring at a $7.7 billion clean-up bill for contaminated sites, but has only set aside a fraction of that amount.

He also says Ottawa hasn’t done enough to ensure that the few regulations currently in place will meet even the Tories’ watered-down 20-20 targets for greenhouse gas emissions.
