Easy ride for boat licences over

Ottawa is making it harder to get boat licenses: specifically, pleasure craft operator cards.

It seems the test operators need to pass to get the certificate is too easy, not always relevant, and many people are able to cheat the online version. As Lisa Hepfner reports, that’s all about to change.
