City of Hamilton breaks its own rules by not getting a building permit to block off vents at the back of city hall

The city of Hamilton says it didn’t get a building permit to block off vents at the back of City Hall, where homeless people sometimes congregate for warmth. 

The city says it’s an embarrassing mistake, but the structures are still in place. With bitter temperatures once again tonight, those living rough will have to find another place to stay warm.
