Russia has dropped piracy charges against jailed Greenpeace activists, including two Canadians, but have instead charged them with hooliganism.

Piracy is punishable by a prison term of up to 15 years while hooliganism charges can carry a sentence of up to seven years. The activists include Alexandre Paul of Montreal and Paul Ruzycki of Port Colborne. They, along with the rest of the crew, have been held since their ship was seized by the Russian Coast Guard, after a protest at a Russian off-shore oil rig on September 18th.
