2 charged in death of Niagara Detention Centre inmate last June

Police have charged two people in connection with the “suspicious” death of an inmate at the Niagara Detention Centre last June.

Niagara police say officers were initially called to the detention centre on the morning of June 10 for an emergency call.

Police, along with Niagara paramedics, arrived to find an unidentified 52-year-old inmate who was without vital signs. CPR would ultimately fail and the man was pronounced deceased.

Investigators say two suspects have now been arrested and charged in connection with the death.

Jeremy Lowes-Kennedy, 19, of Welland and Kelvin Justin Bascus, 39, of St. Catharines each face one count of second degree murder.

Police have not disclosed details surrounding the circumstances that led to the death at this time.

Both are being held in custody pending a bail hearing on Thursday.
