Recovery stalled as heavy rains return to flooded Texas

Slow-moving thunderstorms in central Texas are producing heavy rain, triggering flash flood warnings for many flood-ravaged areas. The heavy rains temporarily halted recovery efforts on Sunday. The death toll from last week’s flooding has now risen to at least 129, and more than 150 people are still missing.
