Canada-wide warrant issued for 30-year-old man

A Canada-wide warrant has been issued for a federal offender known to frequent the Toronto area.

Richard Cooper, 30, is serving a sentence for sexual interference, control movement to compel prostitution and traffic persons for material under 18 years of age.

He is wanted for breach of statutory release.

Cooper is described as being five-foot-ten, 205 lbs, with short brown hair and blue eyes. He has several tattoos which include a money sign skull and Jessica Rabbit on his right arm, five stars with rainbow brass knuckles on his left arm, an eye on his right upper arm and “COOPER” on his right forearm. He also has an anchor on his right thumb, a fairy on his right calf and a devil with pitchfork and flames on his upper back.
