Let me try to understand this.

There is a terrorist shooting in Paris, France
City Council is meeting about the LRT
Our Premier, Kathleen Wynn during a media interview questions what is happening with the Hamilton City Council and their LRT decision
With our housing crisis, Kathleen Wynn Makes a major announcement regarding new legislation
Donald Trump talks about NAFTA and Canadian dairy farmers
Weather: major storm and flooding in Hamilton

Any and all could be lead stories, so what does CHCH lead with: Dog gets loose from a WestJet flight.

Am I missing something? Give your head a shake.
