Hamilton cop Tocher probed third time

(Video updated) The SIU is investigating a Hamilton police officer for a third time.

Constable Ryan Tocher is the officer who fatally shot 27-year old Phonesay Chanthachak in the Quigley and Albright roads area earlier this month. Chanthachak hadn’t shown up in court that morning, and there was a warrant for his arrest.

Tocher was previously investigated after beating up Po La Hay, an innocent man, in a May 2010 botched police drug raid; but was cleared because it couldn’t be proven he used excessive force.

Tocher was also cleared in his first SIU investigation, after shooting a man who assaulted the owner of a pool hall in April 2007.
